Europe felt a moment of respite on Monday, as the tension triggered by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been defused. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of missile and drone strikes on Kyiv.
The Pattern of Diplomacy and Destruction
The succession of contrasting events captured the bleak nature of the recent timeframe. By day, political struggles are waged: optimistic declarations are issued from various governments. Immense energy is devoted on restraining particular approaches. By night, Russian leadership brutally reminds the world that, for them, military action persists as the primary tool for achieving "resolution".
Nocturnal Warfare
As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is able to track missile launches from Russian territory, a ability afforded by up-to-date information. From vantage locations, military aircraft that had been deployed to counter approaching cruise missiles flew past – sophisticated military planes supplied to Ukraine by European allies.
Moments later, Kyiv's missile defense engaged: several firings targeted at a Russian ballistic missile. This was a sophisticated defense system at work, presumably delivered by allied countries. Every firing jolts you unexpectedly, shaking the windows. The instant of fear quickly becomes resigned acknowledgment: perhaps the incoming missile won't hit its mark this time, protecting urban areas from catastrophe and another blackout.
Ongoing Risks
Following this, a automatic firearm fired at a drone in the vicinity, part of a rapid response unit – almost certainly Western-made equipment. Sadly, the shots failed to hit the enemy aircraft – it continued its flight toward its destination.
Intermittently, this carried on until dawn. Kyiv awoke to the morning news: several casualties, destruction and infrastructure problems in many homes as a result of the evening attack. As customarily, everyone still went about their day – experiencing conflict. But those full day demonstrated Ukraine's critical military reliance on international aid – a reliance that European nations are evidently unprepared to fill in the immediate future.
Failed Diplomacy
The comprehensive proposal from American leadership provoked deep reactions, controversy and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.
Every new approach from American administration unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually achieve victory. This trend will, certainly, persist.
Strategic Calculations
It is easy to blame specific actors of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. American leadership functions according to a principle well known to seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The US administration presumes that it is unrealistic to compel Moscow to abandon the land that it already controls in Ukraine's south or east.
The problem is that while acknowledging this situation, US leadership does little to prevent Kremlin actions, through statements or actions, from believing that the status quo will not change more in its favour in the months ahead.
Conflicting Perspectives
Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its allies are nearing depletion. Their incentive to sign a deal that does not give them the maximum possible gain is close to zero. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leadership remains supremely confident in the result.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing civilians and areas but averting a complete military breakdown until conditions improve in its favour.
Existing Situation
Realistically, there are no actual prerequisites for a truce. Now, personal considerations are entering the equation: personal goals to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unsuitable, so that their priority does not move to internal issues. And although their mission will now be much harder after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.
These conflicting dynamics are driving the talks.
Assessment and Future
It took a mere seven days to kill the 28 points of the latest plan. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, latest revelations, all did their job.
While new initiatives based on established approaches are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and show particular unwillingness to change the course of events, if they remain united and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, primarily depend on continued Western support.
